Hercules Waterfront District

The Hercules Waterfront District is a new mixed-use district, located in West Contra Costa County on the eastern shore of the San Pablo Bay in the City of Hercules. The project site is approximately 167 acres and comprises five planning sub-areas which will be entitled and constructed in phases.

The site has been designated as the Historic Town Center of the City of Hercules, founded in the 1840’s as a company town for the Hercules Powder Company, a manufacturer of explosives used in the Gold Rush and the construction of the western railroads.

From the 1960ís through the 1990ís, Hercules grew in residential population as a bedroom community, but did not attract high-quality commercial or mixed-use development that would establish a center for the City, or a downtown. The Historic Town Center property was identified as the preferred location for the development of a true mixed-use downtown district for the City.

Beginning in 1999, The Bixby Company undertook a planning process designed to deliver the downtown the City wanted, while meeting market demands for housing, and mixed-use, commercial and civic building space. The initial phases of the project are now under construction.
