The Waterfront District Master Plan defines the permitted land uses, permitted types of buildings, and architectural character for each sub-district. A general summary of the composition of each sub-district is provided below.
The Historic Town Center
•  21 acres, mixed-use zoning
•  140-165 live-work units
•  35-50 apartments and/or condos
•  75,000-95,000 sf commercial space
•  30,000-60,000 sf civic space
  The Refugio Neighborhood
•  10 acres, single-family zoning
•  78 single-family lots
  •  64 cottages: 1,400-1,830 sf
  •  14 townhouses: 1,500-1,750 sf (12 affordable townhouses)
The Central Neighborhood
•  47 acres, single-family zoning
•  217 single-family lots
•  Lots from 3,000-5,500 sf
•  Houses from 1,700-3,200 sf
•  Granny flats encouraged on alley lots
  The Transit Village
•  16 acres, multi-family zoning
•  420-460 apartments
•  Mixed-use center at corner
